In the current economic-competitive scenario, the study of company networks (Bastia, 1989; D’Alessio, 2008; Cafaggi, 2004; Lipparini, 2002; Lorenzoni, 1992) allows for the role played by a cooperation among several public as well as private organizations to be highlighted. In this direction, with the advent of the economy of knowledge, companies create a joint value due to the effect of group action and interests involved in the organizational network system. Several opportunities are offered to the companies involved in the network: relational investment favours interdependence between the different company systems and strengthens their complementary nature; every cooperative process affects every company network. In public companies, this phenomenon is known as the New Public Governance (Bovaird, > 2002; Lynn et al., 2007): a local network includes public and private companies, whose action aims at the achievement of common good (Zamagni, 2008). In this sense the passage from New Public Management to New Public Governance has allowed for the network concept to be enhanced, investigating into it as a network of individuals or entities that interact between them, capable of guiding their relations towards the achievement of a common objective: public value creation (Moore, 2005). Therefore, the objective of this contribution is to analyse the network concept, with special reference to the possible configurations that the local public networks can take on. In this specific case in question, the study is concentrated on networks within which the presence of a university institution exists, acting as a catalyst of knowledge and a source of creation of local public value. Through the experience of the University of Cassino, the objective of the study is to define the role of the university compared with the territorial context in question and the economic-social impact that this action generates. The question of this research is the following: What are networks? With a view to New Public Governance, which role do universities play in the network system? In this case, is it possible to identify a network model?
