In this study we discuss possible economic implications of the outcomes of two referenda on some features of the laws ruling the Italian water industry that were held on June 2011. The first referendum abolished the requirement for local authorities to tender out the provision of local public services; the second referendum abolished the right of water operators to recover a fair rate of return on their equity investments. We argue that the outcome of the first referendum will not have significant negative impacts on the evolution of the Italian water industry and might have spurred the creation of a better regulatory setting. Moreover we discuss the possible economic implications of the second referendum, both in the case of a scenario where private investors leave the sector and in a scenario where they do not. Finally, we discuss a public consultation document of the Italian Energy Regulator that presents its proposals on water price regulation.
