The principal aim of the paper is to deepen an innovative way of aggregation: the Network Agreement. After having illustrated the main normative steps, we give a quantitative assessment of the instrument. Then, the paper presents the main results of a qualitative Survey conducted on a sample of almost 300 enterprises involved in 159 Network Agreements. The Survey is finalized at illustrating the main reasons which lead firms to have chosen this instrument; its advantages and disadvantages; the opinions and expectations on the performance of some variables; the relations with the banking system. Lately, some measures of industrial policy are indicated on the basis of the suggestions from the interviewed firms.
