The ageing population is a demographic phenomenon that affects all developed countries, whose effects on social composition make it a political theme of the first magnitude. The current policy, in Italy and in Europe, does not capture the extraordinary complexity of the problem and all its implications, and addresses the social emergency with the technicalities of management accounting, forcibly raising the retirement age. The dramatic effects of this strategy on employment, the labour market and the welfare system make ageing a political problem. In fact, job insecurity and the increasing poverty of the population brings into play the constitutional rights of citizenship, equality and respect for the dignity of citizens. Facing a generalised adaptation to a liberal paradigm and the absence of political confrontation, the union argues the exercise of active citizenship at all stages of life through a social project that promotes the sociability and autonomy of people. The effectiveness of the union has its verification in the territory and its social negotiation.
