This paper aims at contributing to the theoretical debate on innovation in public services. In particular, it wants to verify the interpretative effectiveness of some recent theoretical frameworks not yet sufficiently validated through appropriate empirical analysis. The work is based on two fundamental theoretical models: the Windrum and Garcıa-Goni’s multi-agent model (2008) and the collaborative innovation model by Sorensen and Torfing (2011). Thanks to the combination of these two complementary approaches, it has been possible to identify new interpretations of the innovation in public services. The new framework has been validated through a case study analysis in the Italian health care sector, which is a particularly appropriate context for this analysis due to its high relational and operational complexity.
