This article aims at analysing the role of small and middle municipalities within immigrant’s policies. To this end, it resorts on the findings of a research project focused on the mechanisms of exclusion from municipal registration but also concerned with other exclusionary strategies and tools. The article studies the visions of local community contained in the discourses, policies and administrative practices of a set of local governments mostly located in the North of Italy. Several research strategies and methods are used here: analysis of political discourses, document analysis, interviews and qualitative telephone conversations, quantitative data collected from municipalities.
