This paper addresses the issue of governance of the water service in agriculture. After an introduction concerning the management of water resources in the ag-ricultural sector, this study focuses on measures of greater interest. Specifically, these include: the European Union water framework directive, establishing a framework for Community action in the water sector; the Commission communication on pricing policies for a more sustainable management of water resources; the Mipaaf Guidelines for Regions regulating the quantification of water volumes used for irrigation; the new European rural development policy. The analysis of the most critical points surfacing from the governance of the water service, increasingly modelled on the principles of environmental sustaina-bility, also touches on subjects relating to rates and recovery of environmental costs of the water supply. What emerges from this study is the importance of community participation in the management of water services through negotiation models (already welcomed by lawmakers) such as the "River contracts", which introduce a sort of collective governance and, in some local instances, designate farmers as "Guardians of the river".
