Starting in the 1970s, debates about the need to introduced constitutional reforms exploded and intensified. These resulted from a crisis of the so-called "anti-fascist paradigm", as a greater awareness emerged about the inadequacy of the institutional set-up introduced by the Constituent, in terms of the government’s objectives of stability and efficiency of action. Debates intensified between the 1980s and the 1990s, following the country’s institutional and cultural upheavals, which led to overcome the so-called "partitocrazia", and pursue the myth of introducing a presidential system in Italy. However, especially after 1989, all attempts to reform one or more articles of the Constitution were characterized by a lack of a coherent and long-term vision. Moving away from the "illusion of a perennial beginning", this article examines the transformation of Italy’s institution over the last 25 years by highlighting its dynamic changes, which the Constitution itself demands.
