This article describes the procedures and the tools adopted in Futur-e, the program that enel undertook in 2015 with the consultancy provided by the Politecnico di Milano to convert 23 abandoned thermoelectric power plants in Italy. The first cases suggested the need for a progressive adaptation of the type of tender, of the forms of involvement of local realities, of the evaluation criteria of the proposals. It was a sort of learning by doing process aimed at ensuring the quality of the project, its economic feasibility and a closer relationship with local stakeholders. This process also allows us to reflect on the tools needed to start urban and territorial regeneration in often marginal areas, such as those that host the thermoelectric power plants.
