The current emergency planning requires new approaches able to identify programming and intervention priorities effectively. Therefore, this paper highlights the growing need to identify a strategic urban system of structures and infrastructures able to maintain their functionality also in case of event. With particular reference to Civil Protection Plan of municipality of Rende (Cosenza), in Calabria, the research shows as the traditional emergency planning needs sucha search to overcome current clear lacks in the prevention and risk mitigation system, as well as the identification of urban strategic elements requires well defined criteria able to be adaptable to different urban contexts.
