A comparative and qualitative inquiry between the Veneto social housing frame, Emilia Romagna ones and the third sector practices aims to enable the paradigm of "social investment" with the new stimuli coming from the "Edilizia Residenziale Sociale" mechanism. The comparison between Public Housing Agencies and the civil economy leads the policies within a renewed strategy for housing capabilities in which a part of the Public actively participates.
