The aim of this work is to investigate how the local social services system has reacted to the impact of migratory flows in a regional context such as Emilia-Romagna. We describe the main dimensions around which the organizational processes have been articulated in the nine principal Municipalities. In particular, our interest is understanding how the integration between specialist services aimed at foreign citizens and the generalist social services system took place. Following the reorganization of the national welfare, in fact, the ways in which the services are organized at a territorial level are the result of two convergent processes: the integration between the relevant policies for the well-being of citizens and the coordi-nation by the plurality of actors - institutional and non - involved in the govern-ance of these policies. The survey covers the social programming period from 2007 to 2017 and uses a database consisting of semi-structured interviews with municipal officials and administrative documents of planning and financial na-ture. Data are processed through a Cluster Analysis after a Principal Component Analysis.
