The cultural perception of technological advances is increasingly being transferred to democratic and constitutional processes, creating the illusion that there is a correspondence between technological development and political development. Can democracy evolve in the same way that technology do it? And do these technological advances necessarily imply constitutional and democratic progress? This paper analyses the incidence of new technologies in democratic processes from the perspective of the contrast between representative democracy and digital democracy.
