The essay examines the initial design of the Italian social security system to highlight how the constitutional indications have been contradicted by a highly fragmented and unequal system that has facilitated the ability of political representation to represent particular interests, downgrading the cross-generational significance of social security policies. It is then considered, through the outcome of constitutional jurisprudence, how a welfare system responding to a republican order must instead assume an organic dimension capable of including the positions of the new generations in today’s political decisions.
