The new Public Contracts Code has new elements in its approach, following not new EU regulations but the need to implement the National Recovery and Resili- ence Plan. One of the cornerstones of the legislative delegation for the drafting of the new Code was the search for additional forms of simplification. Simplification has always been a requirement in public procurement legislation, in the traditional sense of easing and reducing procedural requirements. The new Code presents new aspects in this respect, both in its approach and content. Specifically, it is a code that is intended to be comprehensive and self-executing. As for the institutes that mark this new form of simplification, the contribution considers recalling: the role of principles, as a guide for the administration’s actions outside of rigid regulation; the discipline on direct awarding, where space is given to the discretionary choice of administrations; and the qualification system of contracting stations. The latter takes on a closing role in the system as it aims to implement the professionalization of procurement, with a simplifying value because it allows operators to specialize
