The article presents the ways in which gender evaluation can support the democratic principle of Equal Opportunities. In the first part, it traces the salient stages through which the European Union and Italy have de-veloped evaluation tools to support the principle of equal opportunities. The first study is about the GEI (gender equality index) which allows to measure the progress of Equal Opportunities through 6 areas in which women can be disadvantaged (work, money, knowledge, time, health). The second study is about the BES indicators (fair and sustainable well-being), an Italian model identified by CNEL and ISTAT which iden-tifies 12 dimensions of well-being. In its second part, the article takes stock of the situation after the Covid-19 pandemic and tries to identify the milestones that the evaluation must pursue so that development projects and institutions (responsible for their implementation) direct their efforts towards a an increasingly equal, fair and sustainable society.
