The essay intends to reconstruct the action of the DGB in the Sixties and Seventies, when the dimension of social Europe took shape and to verify the theoretical consistency of an interpretative category known as “defensive integration” which wants the actors of social representation to “react” more than to act in the face of European integration processes. For German trade unionism this means moving on a double dimension of analysis: the first organizational; the second is of a more value-based nature which progressively tends to lose consistency.
