The study aims to assess the potential of pay-as-you-drive (PAYD) insurances on the traffic volumes, energy consumption and greenhouse gases emission of Northern Italy. Methods and Results It is based on specific traffic simulations, obtained with a multi-modal transportation model of this area. The simulations consider both the actual and the PAYD scenario. The actual scenario is used mainly to validate the model, with respect to traffic flows and fuel consumption. The PAYD scenario is developed on the hypothesis of a general adoption of per-km insurance fees, leading to alignment of annual insurance costs for an annual average distance covered of 15 000 km. The results highlight a considerable potential of PAYD scheme in terms of traffic reduction, but also its important variability among local contextes. Conclusions The greatest efficacity comes out in rural contextes, while major urban areas meet some significant side effects, which tend to reduce overall potential. Therefore, the introduction of PAYD insurances can be an interesting measure to enhance environmental performances of the transportation system at regional or even national level, but its potential should be optimized by a more detailed adjustment of fees, as well as their integration on more comprehensive trasport policies.
