In this article the A. argues that even in Italy mass schooling was not a "triumphal march" and the balance between efficiency (acquisition of competence) and equity (equality in educational opportunities) remains an unstable balance. In addition, the Italian school is suffering from a legacy of gaps that has persisted at least since the Unification and with which it is constantly necessary to deal. But nevertheless, there is a red thread that from Unification onwards has focused on the idea of "national" strategies and which today must find momentum and strength in the changed social and economic context.
