The work aims to analyze the ways in which Regions manage changes, the governance models they use and transformative outcomes produced. To do this, the regional administrative tools were analyzed as devices through which the institutions enact and enable their policies. The Emilia-Romagna Region is the context of the investigation. Here, indeed, a «systemic» rethinking process of vocational training policies took place between 2015 and 2018. The «ER-Education and Research Infrastructure» ‒ as outcome of the process ‒ emerged as one of the main drivers of local development. The theoretical approach and methodology adopted are explored in the second and third paragraphs. The fourth proposes a historical reconstruction of the regional policies on vocational training in Emilia- Romagna, as the context within which the analyzed transformations performed. In the fifth paragraph, the main results of the analysis conducted on administrative tools are reported and then systematized in the conclusions.
