The long-awaited reorganisation of the regulation of local public services of eco- nomic importance has brought back the debate on the balance between competi- tion, industrial policies and rules. The Consolidated Law has the merit of having partly systematised the disorganised and stratified regulatory provisions and of having enucleated the principles for future actions in the field: the necessary start- ing point on which to graft new paths to support the development of local public services. Public network services need clear governance and an injection of skills and managerialism: an industrial approach to keep up with the challenges of the circular economy and energy transition. In order to effectively translate the princi- ples, it is necessary to understand how functions will be concretely exercised by the different actors involved.
