At the end of the seventies, Federgasacqua, water utilities main Italian association, and its head, Attilio Oliva, paved the way to present institutional frame in Italy’s water supply policy. The event is placed against the long run developments in Italy water resources exploitation. These developments arise, among others, the uneasy question of why, despite an on the whole rich water endowment of the peninsula, one hundred and fifty years of national unity have not been enough overcome the uneven distribution of water resources.
