In Milan the debate about reconstruction after the Second World War, though influenced by local conditions, reflected most of the arguments and problems that were discussed all over Italy at the time. The protection and restoration of historic heritage was virtually limited to the most important monuments and works of art, whereas in Milan the need to preserve the town center and ancient quarters was not yet widely understood, due both to the lack of effective rules and regulations and to the lack of interdisciplinary dialogue between planners, architects and restoration specialists.
