The essay sets out a parallel reading of the provisions of Italian Law n. 94/2009 modifying the criteria for residence registration with the French legislation. This analysis focuses on the genesis of these modifications and on the possible consequences towards the homeless, aliens and gypsies. The comparison of different French approach on this subject takes into consideration the provisions of French law n. 290/2007 (loi Dalo) that changed the procedure for acquiring residence by the homeless and the effectiveness of legal instruments against discrimination in that system.
