The Union’s objective to offer its citizens an area of freedom, security and justice without internal frontiers makes European citizenship, beyond its deal and symbolic value, the operational ground on which to base a united Europe as union of peoples and therefore of citizens. Within this frame of reference are outlined the main legal contents, together with the strategies and political priorities established with the multiannual programmes, from Tampere to the last one of Stockholm, concerning the construction of such area, as an area of cohesion and integration between peoples of member countries (but also of protection towards foreigners, migrants and asylum seekers, from third countries), that is as a common area of Union’s citizenship having autonomous character and, as such, additional to national citizenship.
