The article explores the Lisbon Treaty’s main new features which strengthen the role of regional and local authorities. The provisions proposed by the European Convention have found their way into the Treaty establishing a complex mechanism to favour the involvement of local and regional authorities in an European system of multilevel governance. This mechanism rests on three main principles: recognition of local and regional bodies as actors in the European context; strengthening of the subsidiarity principle with a regional and local dimension, i.e. involving sub national governments in the European decision making process and respecting their legislative competences; safeguard of this new mechanism through the Committee of the Regions’ right to bring legal action before the Court of Justice.
