With the 2013 deadline, the conclusion of the current European programming period is approaching. The Common Agricultural Policy (CAP) is once again in a phase of reform. Will it be possible, this time, to find a solution at the same time convincing for the primary sector and the development of rural areas, and consistent with all the other common policies in the perspective Europe-2020? The perspective is unclear because so far there were no concrete proposals for a substantial reform. This article critically analyzes the current location of the CAP in the EU budget and puts forward some proposals for the revival of the policy that for decades has been the most accomplished experiment in the foundation of the EU.
