The aim of the paper is to analyze political and constitutional European integration using the categories of Constitutional law, by arguing that the European integration, so far built on a policy of ‘small steps’, must be replaced by a political and constitutional legitimation of the integration process. Moreover, we assert that the use of the ‘European emergency law’ is detrimental for the future of the EU and that both the so-called Juncker Plan and the document on "Completing Europe’s Economic and Monetary Union" propose weak solutions. Finally, we focus on the constitutional future of the EU and on a multi-speed Kern- Europe
