On the basis of the ‘new’ international law of human rights focused on the parameter of the dignity of the person (ius humanae dignitatis) as the original holder of those same rights in the observance of which takes shape the completeness of the legal order (plenitudo iuris), the essay aims to redefine the idea of citizenship as a form of plenitudo civitatis related to respect for human dignity and social cohesion, arguing how and why Union citizenship, by mere addendum to the national citizenship, should instead take on the prevailing value of a plural and inclusive citizenship (in particular with regard to vulnerable people such as children of migrants), referred to a European ius soli, overcoming the differences of legislations of the member states, and advancing proposals to that effect.
