In the framework of the ue’s cohesion policy for the 2014-2020 period, European Regions and States are required to deliver Research and Innovation Strategies for Smart Specialisation (ris3) in order to access European funds. The objective of this contribution is to analyze the ways in which the strategies were designed and the ‘entrepreneurial discovery’ process on which they are based. Particular attention is given to the interpretation and implementation of the ‘entrepreneurial discovery’ process and to the conceptual and operative weaknesses that emerged along the way.
