Public enterprises have supplied electricity, water, gas, transport, waste management services to local communities for decades, often in innovative and sometimes unparalleled ways. Today they are exposed to competition from private companies, the frame of public regulation is oriented towards the development of competition, and consequently public-owned companies are going through a transformation. The question arises then, whether a public enterprise still has a role to play. The present writing, dealing with the case of electricity, recollects the reasons in favour of the said transformation, and indicates a few functions that public ownership can still perform, operating in agreement with publlic administrations oriented to favour competition
