The article focuses on characters and dynamics of the immigration phenomenon in the small towns of Veneto and Lazio, and it explores the experience of joint policy-design conducted by the University with local stakeholders in two small municipalities, Feltre and Riano, within the PRIN research "Small municipalities and social cohesion". The aim is to outline how policies and practices of inclusion shows similarities precisely because of the small size of the municipality, and how that can act as a resource or an obstacle for experimental local actions. This question is particularly significant within the comparison of two different local contexts such as the urban sprawl of Veneto and the metropolitan area of Rome in Lazio. After a brief analysis of the regional and local trajectories of inclusion of migrants, the article focuses on the analysis of the policy system activated in Feltre and Riano, highlighting the role of the University through the promotion of pilot projects.
