Starting from the analysis of the two main "models" of conception of popular sovereignty in the Italian historical and institutional experience, the paper describes the evolution of administration and jurisdiction in Italy, both from a structural and from a "functional" point of view, in relation to this fundamental constitutional principle. As regards administration, the work records the transition from an administration governed by the principles of "hierarchy" and "authority" to an imprinted one to the principle of citizen "participation". As regards jurisdiction, the paper highlights the tendency to a "maximization" of the guarantees of independence provided by the Constitution of 1948 and its possible problematic implications.
