Public intervention during the diffusion of Covid-19 and the necessity to cope with emergencies have defined areas of application of the network model to the emergency strategic reactivity. In this particular condition, the Network model must be considered on the basis of the Relational Capital as a determining condition of effectiveness for the interventions implemented. The framework agreement between AIOP (Italian association of private Hospitals) and the Sicilian Region created to involve private healthcare systems in the network for emergency management, appears to be consistent with the intention to strengthen and enhance a complex of inter-company bonds that previously could already be interpreted and effectively managed according to the network framework. A first analysis of the agreement seems to be useful to verify the empirical evidence of the logical consistency of the interactions between the Network model and Relational Capital.
