In the context of a widespread democratic experimentalism, this contribution explores a phenomenology of participation that takes the form of a hybrid terrain of encounter between top down and bottom up participation, between active citizens that promote initiatives, but collaborating with the administrations, which in turn are increasingly interested in supporting these initiatives. A terrain that, in terms of participatory and collaborative arrangement, can become ambivalent. This article highlights, through the presentation of two case studies related to the city of Bologna and Amsterdam, a number of tensions, played out between the risk of neoliberal governmentality and new forms of politicality.
