Following the outbreak of the Covid-19 pandemic, many healthcare services have been suspended. Inevitably, an extension of times and waiting lists have been. A national plan for the "return" of the lists has been devised, with which the State has allocated extraordinary resources to meet the financial needs linked to the services not provided. The regions were asked to draw up an operational plan in which to illustrate the organizational methods to be adopted for the recovery of the lists of the healthcare services. How did the regions respond? From a first fact-finding survey, what made the initiative sterile was above all the limited time given to the regions for the presentation of operational plans and to health companies for the use of the extraordinary resources allocated.
