The relationship between public administration and social security is characterized by some ‘factors of complexity’. The first is the use of the financial means necessary for social security benefits, concerning which there is a permanent tension between the growing amount of public expenditure and the need to contain it, which social security institutions must face. A second factor regards the social security organization, particularly its intricate structure and peculiar evolution. A final aspect deals with the conflict among interests in the social security field, which public administration must carefully consider. Among these interests, there are those of future generations, whose effective appreciation still does not find – and is unlikely to find – a specific space in the administrative action.
