The article, after having re-examined the evolution of public intervention in the economy starting from the New Deal, focuses on the elements that characterize the constitutional design of economic programming. Subsequently, the work proceeds to address the main measure of public intervention in the economy of the present moment – namely, the National Recovery and Resilience Plan – to conclude that it represents an instrument of indirect state intervention in private economic activity. At the same time, the paper focuses on the instruments of direct state intervention in public economic activity, which run parallel to the NRRP and lead to the conclusion that the latter is destined to represent a mere parenthesis in the relations between the state and the economy in Italy.
