The New Deal realized forms of social emancipation but has conceived them as ways through which to pacify and depoliticize the economic order: the first objective obtained in particular by resorting corporatism and the second through technocracy. This is why references to economic democracy are to be understood as being related to industrial democracy, that is, to collective bargaining rather than to the participation of workers in the governance of the economic order and of enterprises.
