This paper provides an analysis of the Italian pharmaceutical distribution network and a cross-country comparison with other EU member States. It is argued that the reaction of Italian wholesalers and retailers to the significant changes underwent in the broader European pharmaceutical industry should be enhanced by regulatory reforms that foster competition at all levels of the production-distribution chain. Particularly, it is shown that health policy goals which regulations are designed for would better be pursuit by a policy mix that allows free pricing for pharmaceuticals while constraining wholesaling retailing, or by a control system over prices paired with a more flexible distribution network.
