The ‘Rilancio’ Decree no. 34, May 19th, 2020, combines the energy transition objectives with support to the construction sector. Furthermore, promoting the recovery and reuse of existing buildings helps to combat the depopulation of marginal areas. On the other hand, improving energy efficiency often requires adding insulating layers or local generation systems incompatible with the historic building’s typological features and cultural value.Starting from a reflection on the relationship between the culture of protection and sustainability, this paper discusses the expected impact of these measures on the historic buildings and the processes of marginalization in fragile territories.
