Cholera epidemics in 19th century transformed communities in many respects. Through the case study of a few towns in Lombardy before Unification, the author argues that after 1848, despite not having a direct effect on the administrative organization of public health, cholera concurred to reinforce Habsburg central administration’s control on Lombardy. At the same time, the rise at local level of the international narrative on cholera provided city elites with a powerful cultural tool to transform cities and the habits urban lower classes.
