Conditionality is a mechanism well known under EU law and in the instruments of financial assistance put in place after the debt crisis. In the NGEU, however, the conditions for the approval of the national recovery and resilience plans and for the payments are connected with far reaching and ambitious objectives, such as the ecologic and digital transformations, directing the path of national reforms. At the same time, the connections between the NGEU and the European Semester mark a strengthening in the sanctioning powers of the Commission. Through the analysis of the first year of operation of the NGEU, the essay assesses how far the Commission’s role changes.
