Although they have the right to be registered as residents, people who are homeless or have no fixed abode are often denied residency. Discrimination by municipalities and sometimes ambiguous legislation hinder their registration. The exclusion of homeless people from municipal registration is a structural phenomenon. This article, based on research carried out over the last fourteen years, examines this phenomenon, highlighting the historical reasons and the theoretical and political implications.
